Officer's Frank Tenpenny and Eddie Pulaski have been charged with racketeering, corruption, narcotics and sexual assault. Pulaski is history, but the media aren't aware of that and he's currently believed to be on the run.
It's time to go back and set things straight in Los Santos. In this final chapter, Sweet is released from prison and we witness the return of the Grove Street Families. Also in this chapter, we re-meet Mike Toreno, Maccer and Paul, and the story is complete with a huge finale involving the Johnson Brothers, Big Smoke and CJ's arch rival Officer Tenpenny.
A Home in the Hills
Woozie, CJ, and Kendl are auditioning midgets at the Four Dragons Casino. CJ and Kendl are tired of the casino business, and it clearly isn't as easy as they first thought it would be. Carl says they need some real talent, when, co-incidently, Madd Dogg walks through the door. He's clean now, but he's not quite ready to hit the stage. He wants to go home. Carl seems interested, as Madd Dogg's mansion would be a great place to set up in LS again. Madd Dogg shamefully admits that his mansion has been seized by the Vagos drug dealer, Big Poppa. Carl is furious, and says that they're all going home.
A new scene begins showing the flight out of Venturas towards Los Santos. Carl is inside the plane with 4 triads, and all are equipped with parachutes. Kendl calls to say that she's driving to San Fierro with Madd Dogg and Cesar, to check out things there first. The plan is to parachute onto Madd Dogg's mansion and clear the place so that the rest of the crew can move in - the element of surprise. The famous Vinewood sign is shown, with some Triads parachuting in the distance. Two Triads place flares on the helipad, to give the crew an indication of where to land.
Carl jumps out of the plane. Let yourself drop for about 2 seconds, and open the parachute. Guide your way towards Madd Dogg's mansion, and land on the helipad. Eliminate all Vagos gangsters. The Triads arrive shortly, and you must make sure that none of them die. Select a weapon that's powerful and easy to reload. There is an armor pickup on the helipad if you need it. When all threats have been eliminated, lead the Triads into the mansion.
One of the crew explains that they are heavily out-numbered, but that they should be able to pull it off if they stick together. After that statement, the Triad is killed by a Vagos gangster that was hiding in the room. Clear the hallway whilst two Triads check all of the rooms. Don't be tempted to go in the rooms and help the Triads - they can take a lot of heat, and trust me, you have plenty to deal with in the hallway. Welcome to Las Venturas -- gambling capital of the world! Woozie is trying to setup a casino business, but it's proving difficult as the mob try and sabotage his plans. He'll need your assistance.
Also in this chapter, we re-meet C.R.A.S.H, whom we haven't seen for a long time now. Tenpenny and Pulaski's little side business is now clearly in danger, so they're laying low in Prickle Pine. The more enemies they kill, the more enemies they make, and as a result, the more enemies they need to kill. The C.R.A.S.H team is now clearly corrupt, and Tenpenny needs you to kill an agent who is threatening to expose his methods. First, however, go and see Woozie at the Four Dragons Casino.
Fender Ketchup
Woozie is trying to setup a triad casino in a mafia run town. The mafia are constantly troubling him and interrupting the casino's setup plans. He goes onto explain that there are 3 mob families in Las Venturas, each owning a stake at Caligula's Casino. It's run by "some whacked out lawer" (Rosenberg). So who's causing all this trouble? It could be any one of the families, or it could be all of them, Woozie says. He wants to offer you a share in the casino in exchange for some help in setting it up. Carl accepts the offer. One of Woozie's men rushes into the office with the news that they found some thugs trying to smash one of the deliveries. They managed to catch one of them, and he's being held downstairs. Carl orders the Triads to tie the thug to the front of a car, and he'll meet them down there. It's time to take a little ride..
You must scare the thug until he tells you what mob family he is involved with. A scare-o-meter appears on-screen. Speed up and down the strip, and perform handbreak turns to scare him and increase the scare-o-meter. Remember, however, that head-on collisions will kill him and the mission is automatically failed. The faster you drive, the more you scare him. Driving on the wrong side of the road will increase the scare-o-meter rapidly. Do not drive onto the freeways or the cops will chase - stick to The Strip. Once the scare-o-meter is full, the mobster will accidently reveal his connections. He is working for the Sindacco Family, and he swears revenge. Take Sindacco back to the Four Dragons Casino, and stop in the red marker to complete the mission.
The mystery caller's voice can be heard over a loudspeaker. Carl demands to know what info he has about Sweet. First however, he would like to see what you are made of. One of the caller's workers explains your task. Using the monster truck, you must get to each set of co-ordinates (represented by red markers) as quickly as possible. Make it to all of them and then get the truck back to the ranch. Lose the truck, and you fail. The truck has 4 wheel steering instead of a handbreak, so use 'Square' to decellerate.
After the cutscene, get inside the monster truck. As soon as you enter, a timer appears on-screen and you must get a better time than 06.30. The monster truck is tough and sturdy, so you don't have to stick to the roads. Instead, drive over the rocks, grass and desert to your destination. Don't go too quickly, or you risk falling over the edge of a rock/mountain, and it can be difficult to recover. It is very unlikely that the monster truck will topple, but if it does, play around with the left analog stick until you flip back over. The only thing that is likely to disrupt your journey at the jagged rocks that stick out from the ground in the deserty areas, so watch out for those. Go through all 35 markers to complete the mission.
Reward depends on the time you finished: $5000 for 1st, $4000 for 2nd, $3000 for 3rd, $2000 for 4th and $1000 for 5th.
*The mystery character calls again. He tells you to get back to the ranch immediately, so that he can explain everything.
Hijack
Mike Toreno greets Carl, and Carl admits that he screwed him over. Toreno doesn't care, and goes onto explain that he works for a government agency, but it's not important which one. Toreno's involvment with the Loco Syndicate was simply a means of gaining money and making new contacts. He needs you to do things that he cannot be caught doing. Toreno wants you to comandeer a truck - a rival agency with a confused social agenda. They have things that he needs. However, it is a two man job. Toreno suggests using your sister's boyfriend, Cesar. You need to use the bike in order to get Cesar cl
Carl, Cesar, Kendl and Truth enter the garage in San Fierro. CJ is furious that Claude gave him this heap of rubbish instead of a pink slip. It clearly isn't a garage, but Kendl is determined to make it into a garage. It would take a lot of hard work, but she manages to persuade CJ, and they decide to give it a go. If you are going to make this place into a garage, you will need a few workmen. Truth knows a few guys, so lets go for a ride. Get in the car with Truth. First, you are going to pick up two guys, Jethro and Dwaine, whom Truth met in the '89 Fierro Lovin, apparently. They used to work on marine engines until the mob (Vercetti) bought out their business in Vice City -- now they will take any old job. Goto the garage in Easter Basin (blue blip on the radar) stop in the red marker and beep the horn (L3) to pick up Jethro, who at the time, is busy working under a car. Truth explains that this is Viatnamese gang territory, belonging to Da Nang Boys. Truth wants you to swing by the hospital, but he won't say why. Stop in the red marker, and a van is seen passing by. That's all Truth wanted to see.
Now go and pick up Dwaine, who is working at a Hotdog Van near a tram terminal in Kings. Again, stop in the red marker and sound the horn. Dwaine has some things to deal with first, so Carl describes the location of the garage and he agrees to meet them there later. Truth now wants you to goto the cop station in downtown. Stop in the red marker, and the same van that was seen at the hospital passes by. Next, goto Zero's RC shop. Zero is the electronics guy, a real genius. When you arrive at the store, Zero is outside playing with his RC chopper. Stop in the red marker, and after some talk, Zero climbs in. Get back to the garage in Doherty, and stop in the red marker. A cutscene begins, and everybody is introduced. Kendl explains her new ideas to CJ. In order to make money, she wants to do property development, like this garage for example -- they develop it, and then sell it. Or, they simply develop the property and run it as a business.
*Zero phones to tell you that his landlord is selling his RC shop. CJ is looking to invest, so stop by later to discuss.
There's a guy hiding up Mount Chiliad that disagrees with Tenpenny and Pulaski's methods. Pulaski wants him dead, and he wants evidence from you that he isn't going to talk. Kill the witness, and bring back proof. Pulaski hands you a camera with an ulimited number of shots. Hold R1 to look through the camera viewfinder. Press L2 to zoom in, and R2 to zoom out. Press 'Circle' to take the photo, or press L1 to take the photo AND save it to your gallery. Grab a vehicle and head towards Mount Chiliad. Stop in the red marker at the bottom of the mountain, and begin making your way up. A bike (of some sort) would be the most suitable vehicle to use. The roads going up the mountain can get very narrow and complicated, so a small, but fast vehicle such as a motorbike would be perfect. Don't get too close to the snitches hideout, or he'll flee. Remember, you need a photo of him in one piece, so you can't just blow him up with the rocket launcher. Examine the area. There are feds surrounding the hideout, and the snitch is inside. Ignore the feds completely, there aren't many of them, and they can't do too much damage. Drive full speed towards the hideout. Go to the right hand side of the hideout, and round the back (still ignoring the feds, as they shoot). Pick a weapon and kill the snitch, who should at this point be leaving the hideout. If you can kill him before he gets into his car (which is the whole point of this method) you shouldn't have too many problems. If he DOES manage to get into his car, you will have to chase him down the mountain. Try and ram his vehicle over the edge of the mountain, but if thats not possible a simple drive-by should do it, causing the snitch to exit the vehicle, and from there its pretty straight-forward. Photograph the body, and take it back to the drop.
*Cesar calls, and explains that Los Santos is very dangerous now. He's got backup coming out to protect you -- his cousin, really intense. Meet them at the diner in Dillimore, over in Red County (follow the question mark "?" on the radar)
*You also recieve a phonecall from Sweet (who is currently in prison). He is just checking up on you. You'll hear more from him later.

Tagging up Turf.
Ryder tells you to go and see Sweet, who is playing basketball with Smoke. You must let the Ballas know that you are back on the set, so it's time to tag up some turf. After the cutscene, notice you'll have an unlimited spray can. Get in Sweet's car and drive to Idlewood. Sweet demonstrates how it's done, and sprays the Grove Street tag over that of the Front Yard Ballas. Now it's your turn. 2 new blips appear on your radar. Follow them, and begin tagging -- one is on front of a house, and the other is on a wall behind the that house. Those were easy, now let's move onto the next level. Drive towards East Los Santos -- Ballas territory. Spray the tag on the wall with the mural.
Goto the next location, and notice 2 Ballas guarding their territory. They will attack you as soon as you begin spraying their tag. You have an option -- you can kill the Ballas before spraying over their tag (you can poison them using the spray can) or you can spray the tag and do a quick runner. The next tag is on a roof. Jump over both fences by using the 'Square' button, and climb onto the section of wall that juts out. From there, climb onto the wall, locate the tag and being spraying. After all 6 tags are sprayed, get in Sweet's car (you can jump off the roof without losing any health) and drive back to the Grove to complete the mission.
*After completing this mission you will recieve a phonecall from Officer Hernandez. Carl hurls abuse at the officer, calling him "their bitch" (referring to Tenpenny and Pulaski). Hernandez demands respect, and forwards a message from Officer Tenpenny: Carl musn't leave Los Santos. If you do decide to leave the city, you'll gain a 4 star wanted level.
Cleaning the Hood
Sweet and Smoke are discussing the terrible state of the hood. It's time to take out the drug dealers that are ruining Grove Street, but you'll need backup. Go with Ryder to meet B-Dup and Big Bear. B-Dup refuses to hel
